Resolved

An anomaly on our application events system led to our database engine waiting for a row level lock which increasingly consumed CPU until the database was pegged at 100% CPU usage, causing requests to fail. Effects of this anomaly could have contributed to slowness while CPU usage ramped up. This has been corrected and the engineering team is correcting the offending table and query.
